Dear Hon. Penny Wong, I hope this letter finds you well.

Today, I write to you on behalf of the Azerbaijani community to commemorate a momentous day in our nation's history – May 28th, a day of tremendous significance that marks Azerbaijan's Independence Day. This occasion is not only a celebration of our freedom but also a testament to the unwavering resilience and spirit of our people.

It has been 105 years since the declaration of the Republic of Azerbaijan on May 28, 1918, under the visionary leadership of our founding President, Mehmet Emin Resulzade. The establishment of the Azerbaijan Democratic Republic stands as a significant historical event, representing the culmination of a complex history during which our people faced and overcame numerous adversities.

Situated between Russia and Iran, Azerbaijan encountered a pivotal moment in 1813 when a nine-year war between Russia and the Azerbaijani Kajar Kingdom resulted in the division of our people, leaving over 35 million South Azerbaijanis residing in Iran. Despite this division, the spirit of Azerbaijani unity endured, and throughout the years, our people consistently strove to maintain their cultural heritage and national identity.

Although Azerbaijan's independence was short-lived, lasting only 23 months before being recaptured by the Bolsheviks until their ultimate collapse in 1990, the Azerbaijan Democratic Republic managed to achieve remarkable feats during this challenging period. Despite external pressures and internal conflicts, the Republic succeeded in establishing an independent, free, and democratic nation. It was a time when Azerbaijanians, united by their shared values, resilience, and determination, rebuilt their country from the ashes of adversity.

The Azerbaijan Democratic Republic undertook crucial measures to solidify its foundations. The first Parliament and Government of Azerbaijan were meticulously organized, ensuring efficient governance and representation. The country's borders were defined, safeguarding its territorial integrity. Our national flag, anthem, and coat of arms were designed to reflect the essence of our identity and aspirations. The declaration of Azerbaijani as the state language further strengthened the cultural fabric of our society.

Significant attention was given to the development of our armed forces, ensuring the protection of our people and our nation's sovereignty. Likewise, substantial efforts were directed towards the advancement of education and culture. The establishment of Azerbaijan's first university paved the way for knowledge dissemination, fostering intellectual growth and promoting a sense of national pride. Education was nationalized, making it accessible to all, irrespective of background or social status.

During this transformative period, the Azerbaijan Democratic Republic demonstrated a deep commitment to equality and inclusivity. By embracing the principles of people's power, the Republic aimed to eliminate racial, national, religious, and class inequalities, granting equal rights to all citizens. This dedication to fairness and justice played a pivotal role in solidifying the unity and resilience of our nation.

Azerbaijan's struggle for independence did not end with the collapse of the Azerbaijan Democratic Republic. At the end of the 20th century, our nation faced new challenges but remained steadfast in its pursuit of sovereignty and prosperity. Under the visionary leadership of national hero Heydar Aliyev, decisive measures were taken to protect Azerbaijan's statehood, establishing lasting socio-political stability and setting the stage for future success.

Today, the modern independent state of Azerbaijan stands as a testament to the strength and determination of our people. Through years of resilience, perseverance, and unity, we have overcome countless obstacles and emerged stronger. Azerbaijan's remarkable transformation, from a divided nation to a thriving sovereign state, exemplifies the unwavering spirit and resilience of our citizens.

As we commemorate Republic Day this year, our people proudly celebrate May 28th as a national holiday, honoring the day of our Republic's establishment. It serves as a reminder of our collective journey and the triumphs achieved along the way. The resilience and perseverance displayed by the Azerbaijani people during times of adversity have been instrumental in shaping our nation's character and fortitude.

Furthermore, Azerbaijan's ability to overcome challenges extends beyond its struggle for independence. In the face of political, economic, and social hardships, our nation has demonstrated remarkable resilience and determination. From rebuilding our infrastructure and revitalizing our economy to fostering social cohesion and promoting cultural diversity, Azerbaijan has embraced a path of progress and development.

Under the leadership of President Ilham Aliyev, Azerbaijan has continued to navigate the complexities of the modern world with steadfast determination. Efforts have been directed towards consolidating national unity, promoting inclusive governance, and ensuring socioeconomic stability for all citizens. The transformative initiatives implemented in various sectors, including education, healthcare, and infrastructure, have paved the way for a prosperous future.

Moreover, Azerbaijan's commitment to regional cooperation and global engagement has played a vital role in overcoming challenges and fostering peace and stability. The nation's active participation in international forums, partnerships, and initiatives showcases its dedication to addressing shared concerns and promoting mutual understanding.

As we commemorate 105 years of the Republic of Azerbaijan, we reflect on the trials and triumphs that have shaped our nation's history. This day holds deep meaning for us, as it signifies the indomitable spirit, resilience, and determination of the Azerbaijani people. It serves as a reminder that, despite the challenges faced along the way, our nation has consistently risen above adversity, embracing the principles of unity, progress, and freedom.
